Former University of Manitoba Law Dean Arrested in France on Fraud Charge

Jonathan Black-Branch faces extradition to Winnipeg after being arrested in France.

Winnipeg police confirmed that the former University of Manitoba law dean was arrested following a Canadian extradition request. Black-Branch faces a charge of fraud over $5,000, and the extradition matter remains before the French courts. Police have not said when he was arrested.

The university alleges that Black-Branch misappropriated more than $660,000 during his tenure as law dean from 2016 to 2020. Its civil lawsuit says university funds were used for professional development programs, memberships, accommodations and meals, with some expenses charged to a donor-restricted fund.

In May 2025, the university obtained a default judgment ordering Black-Branch to pay $679,269.98 plus legal costs. The university says efforts to collect the judgment are ongoing. The criminal charge has not been proven in court.
