Four Charged in Alleged Fraud Scheme Linked to $100K in Unpaid Highway 407 Tolls

October 9, 2026

Four people face charges following a Peel Regional Police investigation into an alleged vehicle registration and licence plate scheme connected to more than $100,000 in unpaid Highway 407 ETR tolls.

Peel Regional Police have charged four people following an investigation known as Project Octane, which examined suspected fraud involving vehicle registrations, licence plates and documentation associated with ServiceOntario transactions. Police allege the arrangement was used to conceal responsibility for vehicles while substantial toll and parking charges accumulated.

Investigators allege licence plates involved in the scheme were registered to fictitious companies. Police say this allowed individuals using the vehicles to avoid being readily connected to unpaid fees and other activity associated with the plates. More than $100,000 in unpaid Highway 407 ETR tolls has been linked to the investigation.

Project Octane also led investigators to recover 10 vehicles that police say had been stolen. Authorities described the alleged operation as an attempt to exploit registration systems and make it more difficult to identify those responsible for activity involving the vehicles.

The four accused collectively face several fraud and forgery-related charges. Police have not indicated that the investigation is complete, and the allegations against the accused have not been proven in court.

Peel Regional Police say Project Octane remains ongoing and investigators are seeking additional information that could assist with the case. Anyone with relevant information has been encouraged to contact police.
