A Montreal man with no legal status in Canada is accused of using dozens of false identities to fraudulently obtain more than $180,000 in Quebec social assistance payments.

Omar Ndiaye, 45, faces charges including fraud, document forgery and use of forged documents in connection with alleged conduct dating from March 2024 to August 2026. Prosecutors allege he submitted 55 financial assistance applications using fictitious names and impersonated multiple beneficiaries.

Quebec’s Ministry of Employment and Social Solidarity allegedly approved 37 of the applications. Authorities say several application photographs showed a strong resemblance despite being submitted under different identities, while surveillance footage allegedly captured Ndiaye withdrawing money using bank cards registered to other people and collecting mail from multiple post office boxes.

Investigators also reportedly found more than 140 government and bank letters addressed to various names at a former residence, along with a falsified Democratic Republic of Congo passport bearing Ndiaye’s photograph under an alias.

A Quebec judge ordered Ndiaye to remain in custody after prosecutors argued that his use of multiple identities and uncertain residence made him a flight risk. His defence has suggested someone else may have submitted the fraudulent applications. The allegations have not been proven in court.
