A Montreal man is wanted on five charges after investigators alleged he helped dozens of people obtain temporary resident visas and enter Canada using false information and fraudulent documents.

The Canada Border Services Agency says proceedings against 42-year-old Abul Kasim were initiated at the Montreal courthouse on July 28 following an investigation that began in 2024. Authorities allege that between January 2022 and March 2024, Kasim helped 65 people provide false information in temporary resident visa applications and refugee claims.

Investigators also allege Kasim facilitated the entry of 53 people into Canada using fraudulently obtained temporary resident visas, allowing them to settle permanently in the country. A search of his residence in May 2025 allegedly uncovered evidence connected to the scheme.

The CBSA further alleges Kasim used four falsified Canadian passports to support visa applications by impersonating hosts named in invitation letters. He is accused of presenting himself as an immigration consultant working for a firm with offices in Canada, France and Bangladesh.

Kasim has been charged with conspiracy to facilitate illegal entry into Canada, facilitating illegal entry, counselling or assisting false statements in visa applications, using falsified Canadian passports and knowingly using forged passports. The CBSA says he left Canada in June 2025 and is believed to be outside the country. The allegations have not been proven in court.
